No decision passes through a single door.

The miners' chamber

Proposes evolution: the concrete work of the chain — rules, parameters, fixes.

Why: those who secure the chain through their work hold a seat to propose.

The curators' chamber

Finalises: reviews, challenges and seals proposals — without the power to rewrite alone.

Why: independent review stops a fast majority from carrying everything.

02 — The immutables

What is not negotiated

The timelock delays; the immutables forbid.

Timelock: Every decision takes effect after a delay — time for review and withdrawal, never haste.
1 billion cap: The XTH supply is fixed at genesis. No one can dilute it.
Mint off: No authority creates tokens. Only verified work is rewarded, within the existing envelope.
Objective slashing: Consensus faults are punished by the rule, not by a vote — the sanction is predictable.
